Nemo is not a great Servant. He has a mix of loopable damage-dealing and low-end party support, but he’s competing against two other free Servants—Habetrot and Barti, respectively—who are largely better in each of those roles. He has some neat things going for him, including niche damage and some defensive utility, but he doesn’t really do anything that wasn’t already available for free. He’s not inherently terrible—he’s an AoE Arts Servant who’s automatically NP5, he deals good damage to Evil enemies, and he can support the party a bit—but there’s not a clear reason to use him over his competition, which makes him a weak addition to the game.

Nemo is just really undertuned. If he wasn’t competing so directly with Habetrot and Barti—and, a little more broadly, with the likes of Mozart and Xu Fu—he might feel better. As it is, though, there’s not a lot of call for a janky 12-cost support, or for a AoE Arts Servant whose damage is mostly locked behind a one-turn buff. In an earlier era, he might have been a bit more exciting, but as things stand there’s little reason to use him.
