Also, RNG is Random, I got a Waver from Ozzy banner (he had LESS chances of appear because there was other 5* in the rate up, instead) by rolling just one time, yet I got just trash from the Saber class banner (and 4 Battle of Camlam in one roll, Jesus, why...).

Save and then roll for what you truly want, be it Jack, Musashi, King Hassan, Okita, Melts.

As for me, saving 120 quarts for Caster Gil, and after, will save for Okita, then months for Tomoe Gozen and Abigail.

Blow your load for Raikou.

In terms of gamplay, don't question Merlin kits nor his qualities.
Raikou is a premiere AOE Crit Zerker servant.
Merlin here is not just a premiere servant, well he is a freaking cheat engine and a legal version. He can turn random Buster servants into a monster.
As for Raikou, i think you '' the question maker '' here only seeing her as a temptation.
So you need to focus for your main target and choose only one you truly need.
You lack Supp and want FGO in easy mode, try roll for Merlin.
You lack DPS that can counter most classes, try roll for Raikou.

Don't get baited, the temptation is real unless she's your waifu.
