Excluding the ones this year when would be the next Jalter and merlin rate ups and will they ever be added to story summon.
Doubt DW would ever let the two most broken servants be added to the servant pool, especially together. I think the next Merlin summon should be the new year paid gacha and if ur f2p like me, the ten mil summon campaign I think. Jalter, besides the upcoming one, I'm not sure
I don't think any limited servant was ever added to the story summon, in this game.
Next Jalter rate up will be on Revival Da Vinci and the Seven Fake Heroic Spirits Pickup Summon, around january 2020. Will share rate up with Da Vinci.
Merlin, around september 2019, sharing rate up with Lartoria and OG Artoria.

According to Cirnopedia's summon banner history there's a banner that features both Merlin and Jeanne. It's 2017 [in NA case: 2019] paid SQ gacha (FGO 2nd anniversary)
BUT
- only paid SQ
- you can roll only once
- guaranted one 5* servant (you can get more than one, but it's a low chance)
So in theory you're able to summon them both
But chance is less than 0,01%
Just save for Magus of flowers and find some friends with Jeanne set as support servant (either on All class slot or Exra class)
