Ok before I start I know this is going to be a stupid question so bare with me.
I've seen from the FGO Wikia to this Websites Q/A section and they all say that the N.A Server aren't following the Schedule cause they haven't released the Jalter Banner.
People forgot that the Jalter Banner was a Milestone Banner that supposed to celebrate the 4 million Downloads the game had in JP Server.
So why do people assume that just because that the Jalter Banner wasn't released (yet) when it the N.A server haven't gone close to any Milestone to justify her release other than just doing it for the hell of it. And people use this as a reason that the N.A Server not following the Schedule.
Because Scathach was a milestone banner too and was release with a different milestone compared to JP but followed the schedule of banners.
For the Jalter banner, people are thinking it's being pushed back to thanksgiving to maximize the profit. Afterall, NA has a lot of Jalter fanboys. haha.
But that wasn't a Download Milestone though. It was just a regular banner with her being a focused servent and with a quest all about her.
I'm talking about the 2nd Scathach banner. The 3M download milestone. I thought you googled the milestone banners? The one that was released during Journey to the West event. That banner. that was the 6M banner in Japan
Man how could I forgot about that one. That was the banner that gave me a Scathach for the first time. Good eye on that I just kinda skimmed through it and was focused on more on the Jalter Banner which is actually the 7 million Download banner and not the 4 million. But with this additional look over I realized that it followed it slightly like the JP schedule with just a different milestone. This makes me wonder now that they may actually be a
slight chance that the N.A server has already had 4 million downloads and are just waiting for it to be released at the proper time. But point of the matter is the Jalter Banner may have to be released on a Milestone and it may happen at a different time.
Maybe because in the recent FGO panel, Albert said that NA server Clairvoyance EX will drop in the next two months or so. I'm guessing they'll switch around some banners, like the Jalter one.

1. They're angry coz JP calendar doesn't match with NA. With NA playstyle are main events > 1/2 AP then main events again.
2. Because the calendar doesn't match, JP player will be waiting too long for the dream servant they want. (like Jalter, lol)
3. Babylonia tv anime. It is possible, NA held the babylonia event until anime of FGO babylonia released in japan (or internet though)
