i can't really give you an answer to "best" way to get quartz since its more, they're all lengthy and reward you with little quartz, its more about getting as many as you can.
since you can't get any sq from story your best bet are the ones from log in, master missions, completing interludes, bond leveling, events, and ofc you should buy the summons tickets from shop...and you'll always get some quartz from events and maintenance
