Please Help me with a Crucial Decision!! All or Nothing!! "SKADI,MERLIN OR WAVER?"

Okay so the Caster banner baited me and got nothing of significant value out of my 50 summoning tickets and 300 sqs proving that i'm just an insignificant existence against RNG, based on my basic understanding of how the flow of the META in the near future, Who do you guys think will be my best bet if i want to be able to competently comply with the ever increasing difficulty of the game? According to my research Zhuge Lliang is still one the most meta of all 5stars in the game regardless of the introduction of Merlin and Skadi because of his sheer utility and support prowess, however i do not think that Waver will be spooking me anytime soon, also the fact that (i think) he doesn't have a solo rate up, i doubt i'll be getting him with just a couple hundred quartz(based on myuck with previous rolls) and instead look upon the 2 upcoming Supports, Merlin and Skadi, as a filthy casual i obviously don't have a Jalter or will ever have one so i doubt Merlin will be a good choice and the fact that the only buster oriented Servant that i have is Heracles support this fact even further and ALSO the due to the future presence of "multiple hp bars" enemies, i'am now currently albeit slightly interested in the upcoming( in 2 years lol) skadi who is a Quick Oriented Support(unlike merlin who is buster oriented), now i'm only slightly interested to her 1 reason that is the abundance of quick oriented servants in my arsenal, and that is not to say i have Very Good quick oriented servants, the only notable Quick oriented servants that i have is Scathach and Kintoki Rider and cu chulain(lancer) and im not even confident that these guys will carry through the content.

TLDR; I will be saving all of my quartz till i get one of those(no more for me waifus sadly :d) because i'm too scared that my lineup will be too dated and weak to be able to keep up with the ever increasing difficulty of the quests and challenges.I unfortunately have been slowly but surely decreasing the frequency and duration of my play time due to focus on other things so i cannot always raise one certain character to beat just one challenge. Might quit if i ever come to the point that no friend support and walkthroughs will help me tackle difficult challenges

Initially I recommend you rolling for guaranteed Caster Banner for new year (maybe Christmas for NA) lucky bag. BUt you said you are FTP then never mind.
I also doubt if you will get Merlin since there are only 3 months left until his banner. Waver may also have rate-up for next year's Valentine event.
And Skadi won't be shown up until 2020 Spring/Summer. Why you are in hurry for getting her? Normally FTP can get SSR for 3-5 months so it doesn't have to worry about it. Off course RNG killing thing but sometimes lucky can also give you an rate-up SSR for only one 10 roll or <10 tickets (no kidding, personal experiences)

Skadi's benefitial for Quick-Oriented servant is amazing. But sadly only Kintoki in your list could be helpful by her, and Shishou OG / Cu wont show too much improvement than support by Waver. Why? Because Lancer's normal Quick card are generally bad and Skadi wont save them much. Skadi is more amazing than Merlin or Waver when your Quick-Oriented are in good performance for normal Quick cards such as Jack, Okita, MHX/MHX Alter etc, or your servants has Quick NP amazing for hidden traits (hit account, star generation and AOE farming) such as Dantes, Lancelot, Atalanta etc. Kintoki Rider is indeed one of them.
