Well I started with the game 1 month ago and I see that I will have to go drop this event too ... and I have already seen the events of the previous year that I missed.

Yes, but this one will take at least 2 years to repeat. Or even more...try to advance the most you can, the mission system will give you a lot of rare items.
Summer and Onigashima will be rerun right in the next year. Same as GudaGuda.
Be sure to do the Haloween and the Christmass reruns later this year, as they are the last chance to get their respective wellfares/event CEs.
Most of the events from the past year will be redone in some form. The summer, Halloween, christmas events will all be repeated before their respective holidays over the next year, and Onigashima will be back as well. I think Saber Wars comes back too, but I'm not 100% on that one.
The only exceptions are Kara no Kyoukai (which will be back, but not for close to two years), Fate/Zero and this coming event, Prisma Codes. The later two haven't been repeated on the JP server, so if they are done again, it likely won't be for 2+ years at minimum.
At the very least, you should be able to get Chloe from this event without too much trouble. I started a week into the event on JP, and still managed to NP5 her just by using a strong support. Definitely don't assume you won't be able to clear this one. Chloe is a superb servant, and just raising her is more then enough to clear most of the missions.
Yes, all of them will be. So far the only events that haven't been repeated are the fate zero event this April and this next event. I would highly suggest not skipping it since you get one of the best welfare servants offered so far from it.
Don't get why you're so pessimistic, it is harder but not impossible, and even if you have difficulties getting through it you could always use some apples. Hell, you don't even need female servants. Strong, well-levelled male ones will do just fine. At least give the event a try before you decide to give up on it : /
The only events that are unlikely to be repeated are events tied to anime events irl. All other events are usually repeated. Also completing an event story usually doesn't take much due to the requirement only being "must have cleared the fuyuki singularity." It is intended to be able to be cleared mostly with servants at a level 10ish level which is really easy to get to. Most events even have story provided supports at a high level and if they don't, even better, you can use the help of level 90 friend supports.
As for the thing your missing out on: the only thing you'll probably be unable to do is clear out the shop which should be expected. If the shop could be cleared with fresh unleveled servants, no one would bother levelling really other than very passively. You can still probably clear enough to get the welfare servant. And can even get it to np 5 with all ascension materials just by using apples.
So I fail to see why you'd have to "drop this event too." If you're worried about where to get exp tokens the event shop will have those too
