This is like the third time since I found gamepress that I've really disconnected with a Servant's tier placement. I fail to see how such a high-damage ST NP with a legitimate amount of durability is Tier 5, even IF she can't charge her own NP gauge.
Tier 3, sure.
Tier 5? Seems harsh.
The description of tier 5 perfectly fits her
You won't be using her expect vs assassins and against other classes she wont be as strong due to caster low multiplayer 0.9
At the end tier list doesn't really matter as long as you are happy using this servant

- her kit's selfish. she has an NP gain skill that can make up for her low NP gain... unfortunately, it's tied to her 1-turn invincibility and her one ally buff has RNG tied to it making it inconsistent and

- she needs a lot of loli-sitting. debuff cleanser, ozy or kuro etc

Xuanzang is better than her (besides being permanently in the summoning pool, unlike Illya) and she's in rank 4, her placement seems right.
Her main selling point is NP damage and she can't fill her NP bar easily, when she does aunch It she gets debuffed, besides she has a caster's damage multiplier.
Part of it is that Waver has Tier 1 all to his own, so that skews literally every other 5* rating.
I wouldn't dispute that though. Just like Merlin will and should get his own ranking above waver. Both of them just make the game stupidly easy by being able to fit into any comp and making the game "press these buttons when they come off CD to win." Games do need units like that though, need the OP along with the underpowered. And I'd say DW more than makes up for it with the welfare servants it provides which tend to be high quality (3 of the tier 1 4*s are welfare and are definitely comparable to non tier 1 and 2 5*s)
Really it should be tier 1 and then tier 1A for the 5*s and then do tier 2,3,4 etc
I think part of the problem is that tier lists seem skewed when people for some reason assume that any servant placement below the middle of the tier list is indicative of the servant being bad, which isn't remotely true, especially for 5 stars.
The tier list is based completely on how a) versatile the servant is for the team with talents and skills and np b) how good the servant is at what it is supposed to do and c) how well the servant works outside of its niche
These criteria are abnormally favorable to support type servants like waver and tamamo as well as independent units like Gil, herc, etc that can put out damage by themselves pretty much. Others like raikou get favored for being the best at what they do (in her case best farmer) while also providing a whole lot of other utilities (in her case star gen).
They provide a disclaimer at the beginning of the tier list too though by the way saying that it's just a comparison of 5 stars to each other and to level all 5 stars as all 5 stars are useful for the stats alone.
You bring up a valid point about the supports taking the spotlight on these lists: I think there's enough diversity in roles within FGO to break down the rarities further. Gamepress probably won't do it, but I'd love to see Supports split into tiers separate from Damage or Tanks. Something like that.
Well tanks are somewhat support type roles too but yea I agree with you completely. It would be nice to have 3 separate rankings: support rank, dps rank, and farming rank. You could still do an overall ranking and tier system and pretty sure it would pan out exactly how gamepress did there's. But it would be more detailed. Incidentally, I think Jalter hands down takes the best pure dps ranking, waver takes the best support for now (there really aren't a lot of support types so it isn't hard exactly), and raikou takes the best farmer
