1. Skill levelling order mostly has to do with what you want to use her for, both 1 and 3 are good. Personally I think 1 is slightly better cos I value party-wide NP gen more, but it's really up to you. Her second skill you can leave for last since the star gain doesn't scale with level and it's secondary effect is RNG-based.
2. I would think the first 2 caster daily quests would be best, especially since there is a 1/2AP campaign going on for them.
