For summer part 2 you're in luck we have 30 bones. As for the drops from what I remember no they don't drop. For the Prisma illya event, They also won't be in the shop.
For now my bet is on Cu Alter since he'd serve you more than jack unless if you have a crit servant which needs a crit star gen then go with jack. Still considering that the next event uses female servants, but she'll only get the 50% boost to attack as this event discriminates against quick for some reason, so with this I'll focus on cu if you have an array of female servants if not it on Jack and rush it still she'd only help as most bosses are casters and wouldn't really stand out.
In part 2 of the current event I remember it having a rider boss, but that could easily be solved by a friend's jack.
See for now if you could complete that certain quest with a friend's jack if not then raise jack to help.
Still I think in the long run raise cu alter first if you could. I leave the decision to you just an opinion.
About Her just put him on your 6th slot since he's going to be a sweeper and is weaker than cu alter when he doesn't have his Bond CE, and my tests put Cu alter as the best being able to survive more against enemies.
