You have a 1% chance on any given roll of getting a 5* servant. In terms of what you should be investing in - whoever you like. The game is doable with almost any servant, though investing in the better ones will obviously make things easier for yourself. In terms of which servants are the most worthwhile, maybe start with the tier lists? They aren't 100% reliable and often have different metrics with which they measure how good each servant is, but it's a start.
Emiya isn't great right now, but he will eventually become a good crit servant after he gets a skill upgrade soon. If you like him, he is absolutely worth levelling. Also, have a look through the servant lists and find a few that you like, and save your quartz for when they are on rate-up.
In terms of good servants on the horizon, Jeanne D'Arc Alter and Merlin are clear standouts that come to mind. Jeanne Alter is currently the best avenger, as well as arguably the best servant offensively in the game. She has a rate-up around September/October. Merlin is straight up the best support servant in the game, and considered by basically everyone to be pretty broken. I won't go into specifics as to why, but if you want a servant based on their in-game performance, Merlin is definitely the one to save for. He comes out around December.
Also more general, it's ideal to aim to have a ST (single target NP) and AOE (Area of effect NP) servant of each class to make farming and boss-killing easier, though it's not completely necessary. Also, this probably goes without saying, but levelling your servants makes the game much easier.
Finally, my advice for right now is to try levelling up your servants to at least level 40-ish, finish Fuyuki chapter, then keep doing the summer event quests as much as you can, since you can get a lot of items out of this event, and you will be needing them eventually to level servants and skills.
