I only want kiyo lancer on the 1st summer banner, but her only 4* schedule is on 08/03. Should i wait for her solo 4* rate up, or just roll on all rate up ?
The problem is i need those event CEs to working on the event shop (planing to clear it). But if i wait til kiyo came is far to long, even i cant get a single 3* event CEs with 40k FP.
Need some opinions ...
It's not really that much different with the solo rate up. New 4 star get a 1% rate, with 3 4 star servants there, it will be a little lower than that, but probably just like 0.1-0.2% less. So it is not that much different. So just go ahead and roll for it
Idk how reliable this is, but the numbers are actually:
Solo 4* rate-up: 1.5%
So when there are 3 4* on rate-up it would presumably be 0.5% for each servant. That's less than the rate-up chance for Tamamo.

To OP: if you just want Kiyo then I would recommend holding out until her solo rate-up. You don't really have to clear the shop, we will always get other events to farm mats, while the servants in this banner are limited and won't be available very often. Personally I would say it's much more worth it to maximise your chances of getting your favourite servant rather than farming a few extra mats.
Of course this is assuming you are f2p. If you are willing to buy lots of quartz, then it's better to roll for CEs early.
Im F2P, and only has 154 SQ and 10 ticket. So maybe i'll just wait for her.
But is it possible for me to clear the shop even after i wait for kiyo rate up ???
Well, I can't say for sure on this one since I've never played this event before, but just going off what I've read and what others have said, I doubt it, unless you are willing to use lots of apples (don't do this). Of course, you could luck out and get a bunch of event CEs, but you can't count on that.
Edit for OP: the rates are what the other person said: equally 0.7% for each. Idk whether Kiyo's solo rate-up is gonna offer a higher drop rate for her or not. Personally though, if I were you I'd still wait just to be sure, since you're f2p.
Okay OP just to be sure you get this since I think you replied before I could edit that last post of mine and I really don't wanna mislead you, the current rate is 0.7% equally for all rate-up servants, 4 and 5 star. Idk whether Kiyo's solo rate-up will offer a higher rate for her, but I think you should still wait just in case since you're f2p.
I would have to remind you that they did changed the percentage for rate up over the years. 5 star is usually 0.7% but back in the early days it wasn't. I don't think solo 4 star pick up is at 1.5% now
Dont know its true or not, but i compare the summer banner with 4 4* rate up with camelot 2 banner. The camelot banner get 1.2% on every single 4* with 2 4* rate up. And summer banner get 0.7% on every single 4*. So i see it on solo 4* maybe a bit more higher ...
This is literally off their "summon info tab" on the summer gacha screen:
Pickup Servants:

=2.1% total for event 4* servants and 0.9% being non-event based
(so if the a specific 4* Rate-up percent is 1.500% from the standard 0.700% [according to zer0'z reddit link]. that's almost a full 1.000% increase [The 4* rate-up modifier is calculated to 0.800% {1.5-0.7=0.8}]
That means:
Kiyo ---------------- 0.7% -->1.5% (flat rate-up)
Mord --------------- 0.7% -->0.3% (rate-down)
Anne & Mary -----0.7% --> 0.3% (rate-down)
non-event 4* ----- 0.9 = 0.9% (flat, non-adjustable)
Total ----------------3.000%
Pickup Craft Essences
Pirates Party:------------ 2.800%
Twilight Memory:--------4.000%
Shiny Goddess:----------8.000%
Here's my advice:
F2P (saved for this banner):
---you always wanna have 100 total rolls (300sq or a decent amount of sq and tickets) saved especially if you want to hit that critical 1% on a banner you want. In your case, I would spend a few tickets or SQ on the banner (<10 rolls) since you're almost guaranteed a 3* essence (in 10 rolls). After getting 1 or 2 essences, WAIT until Kiyo's rate-up.
F2P (didn't save at all):
Just wait for her banner. If you don't have the safety of 100 total rolls, that small percent increase of a rate-up is absolutely crucial (from 0.7 to 1.5, a miniscule increase can mean the difference between getting and not getting waifu). Just farm event currency until she hits the rate-up

A final word:
You don't have to clear out the shop for mats you already have a lot of. If you joined before the Extella event, you should still be loaded with mats that shop offered. Focus on the event shop CE which will help you with food & water which will help you clear 40% of the shop alone. This will make it easier for you before Kiyo's rate-up so you don't have to worry about that side of the shop. Kiyo lancer will grant you more wood per node so you can clear the lumber half of the shop more efficiently.

Tips:
1. Focus on a development quest (1 per day at least) then dedicate the rest of your AP to farming afterwards so you're not stressed out balancing the currency between development quests and the shop. You will be able to finish the story that way.
2. If the story is out of the interests, just walk through the storyline until you unlock the hardest difficulty of mountain and farm currency there with a balanced team. If you have specific mats you need from the shop, then farm the respective nodes for specific currency instead.
