Maybe you can use it on Saberlot (if you have him and dont have Another Ending).. Or other servants that focused on Arts crits.
Thats my opinion, maybe other player can gives better advice.

It's one of the 5*SSR CEs (The one with Artoria in a kimono with a Gudako mask eating a bunch of stuff) and it does these stuff:
Increases critical star absorption by 400%.
Increases Arts performance by 10%.

If you have Shiki Assassin it goes really with her, Arts and more Crits for her is gonna be deadly. Should go well with Emiya and Nero, and as said by another Saberlot.

Arts Crit servants that could appreciate the extra star weight and can crit well. Assassin Skiki,Li Shuwen or Orion could be good with it.
I would go against Saberlot though. He already has a broken star absorption skill, although it could be used when his skill is low levelled/ on cooldown.

I feel like it wouldnt be worth it since lvl 10 saberlot absorbsion is 5 turn cd with a 3 turn uptime. Kind of overkill. I was thinking of sticking it on archuria or kuro later on
