Golden Sumo is a good all around CE. I wouldn't pick Victor of the Moon unless you get him to crit a lot. And even then, Sumo's starting NP charge gives it a further edge.

Best CE for Ozy?
I'm torn between using Victor of the Moon CE and the Golden Sumo CE. Which would be the greater pick to utilize Ozy at his best?

Normally Sumo is a great choice for most servants but not for Ozy when compared to Victor.
1. Ozy is a rider so he has high star absorbtion so he WILL crit even without a dedicated star gen. 5 hits on quick cards and high hits on extra
2. Ozy has a broken 58% attack buff on 5 turn CD level 10 so even without NP he hits like a pyramid. Victor buster performance multiplies the damage not additively.
3. Ozy has 2 arts cards and a 40% NP charge skill on top of that so having starting NP is not that useful on Ozy. You want to get buffs on him before dumping your pyramid on them not before.

Fair points but just a correction, Protection of Ra gives a FLAT 20% Np charge at all levels. The only benefit from levelling it aside from CD reduction is the buff success rate up which is 40% at lvl 10.

Ozy already has insane attack buffs on his own and because of the way buffs work multiplicatively the buster performance on victor actually gives more than Sumo for Ozy add on the Rider star weight and the Crit damage is just insane.
No contest here Victor offers more if you want more damage for your Ozy.
