Unfortunately you cannot, but you could give characters grail to raise their level cap. But grail are pretty scarce so I would be cautious in using palingenesis.
Edit: Palingenesis can only be done once a servant reaches their max level, for Marie it would be level 80.

Oh that sucks because i got pretty screwed on my summons so far ive only got Marie Antoinette and Chevalier d'eon from 2 full summons

Two four stars after 20 summons is pretty decent, but if you really want a five star then you should re-roll, it takes some time but the results are worth it.

You can't. And if you get an SR outside of the guaranteed SR from the tutorial summon, that SR will always be a part of the pool of free SRs as well.

Yes, in the tutorial summon you are guaranteed at least 1 SR servant from a list of D'eon, Herc, Emiya, Marie, Martha, Carmilla, Elizabeth, and Siegfried. I may be forgetting someone but those are your choices. I'd read up on them and reroll if you aren't happy with who you got.

I don't recommend rerolling.
everyone should get whoever that answers their summons and shape their chaldea and their story uniquely
you rolled and got herc? good for you now you have a good berserker
you rolled and got elizabet?good for you now you have an aoe lancer with steroids.
make youe own story and chaldea don't fabricate it
otherwise its just pointless
(by rerolling I mean deleting and downloading the game again for the first sr)

I completely agree with this. I was more talking about rerolling on the Da Vinci banner or something. But Marie and d'Eon are great at what they do.

I didn't know about re-rolling at the time and I'm actually glad. No idea about any of the meta, no idea about future servants, just a fan who heard that there was a Fate mobile game and wanted to give it a go.

I got Emiya as my first SR who I was very familiar with, and it was nice to be 're-united' with him after so long since I've read and watch the F/SN VNs and series. I got D'eon as my 2nd SR after some rolls later down the weeks, and served as my very niche-y team of offensive Archer and tanky Saber. It was fun going through the story and using the Guest-Servants along with Mash at the frontline.

After several months my Chaldea grew, got a few SSRs and highly appreciated and specialized, even grailed 3*s and 1/2*s and it's actually great building up from that. Emiya & D'eon are max fou'd already and despite not being the most meta servants in the game, I'm really happy with them and they still find a lot of use throughout events and the story on top of my stronger servants over time.

oh son you are going to be a very sad and angry man if you think you're going to get anything good without spending couple months on the game

Remember: FGO is one of the few mobile games where rarity of a hero doesn't matter much. That's because true value of a hero lies not in stats, but in overall kit (skills, NP and generation capabilities).

For example, best farming unit (and you will be farming 99.99% of time) that even the truest and bluest of whales swear by is... 1☆ Archer, Arash! Best tank? 2☆ Rider, Georgios! About the best security blanket that will save you countless botched runs? 3☆ Lancer Cu! So, don't be discouraged by the lack of Gold rarity Servants, use free units, they will help you just well!
