EMIYA vs Chloe

Depends on if you're okay in the short term without a 4* Archer. If you have someone to take up the slack there, go ahead and get the Saber.

Eh I'd say Emiya and Chloe are fairly different with Emiya being focused on critting very hard while Chloe is an NP spammer - she's definitely better though arguably being the best 4* archer period. Emiya is more durable and does crits harder though even if he's worse overall, also he's not jailbait(Dunno if thats a plus or minus for you though).

Also there is a *small* chance we won't get the Prisma Illya event as it was stated before licensing issues could potentially interfere with collaboration events Kara no Kyoukai and Fate/Zero were both licensed by Aniplex who also do F/GO so obviously there were no problems there but Prisma Illya is owned by Sentai so who knows what will happen.

I'd say Kuro is better if you look past the jailbait. In term of damage dealt, at least she can surpasses NP1 Summer Artoria, a similar NP spammer, and a really strong one too. The only instance that EMIYA is better than Chloe overall is when you can NP5 him.
