It looks like you have mixed up Emiya(Assassin) with Emiya(Archer). Emiya(Assassin) won't be getting buffed and Carmilla is still a better choice than him.
Now for when Emiya(Archer) clairovoyance will be buffed. We might expect the strengthening to be around the end of september.
