I have a J'alter and I'm debating to put either Maiden Leading Chaldea or Victor of the Moon as her main CE.
MLC is MLB at lvl 40:
- Atk: 1089
- 4 stars/turn
- 15% buster
VotM lvl 20:
- Atl: 943
- Buster 10%
- Crit strength 20%
In my case, my only reliable source of stars are from Fragment of 2030 with Waver. I can opt for Hans but his skill is still low levelled and his survivability is just trash. So it seems that having a better buster buff is more consistent and reliable.
So in general, do stats matter more than the buffs, or otherwise?
The buff will always matter more, unless it's the difference between, say, a level 100 CE and a level 20.
A 15% buster buff is decent, however, VotM has the most damage correction of any CE for buster crit servants.
If you arent using anniversary blonde, and cant get enough crit stars to get reliable crits on Jalter, LZO is your best bet in all honesty. But if you arent concerned about crit stars, and can get 24~ with decent frequency, use VotM.
I had this conclusion as well, but given that I don't have a reliable source for a lot of crit stars, it is more likely that my Jalter won't be dealing that much crits anyways. That is the reason why I've been using MLC over VotM; the crit buff is basically wasted. Unless I can guarantee that my J'alter will be dealing crits constantly, I'd rather have the extra 5% buster buff.
The best buster buff CEs that I have are LB MLC, VotM, and Verdant Sound of Destruction. LB MLC and Verdant has the same amount of buster buff except MLC can give stars, so that's the obvious better choice. Again, I would definitely pick VotM if I can guarantee crits.
