Is summoning on the story banner ever a good idea? I am fairly new to the game, but it seems it is better to summon on the rotating banners.

Its generally better to roll the rotating banners. However if there happens to be story locked servant you have to have, story banner is your best bet if that particular servant doesn't get rate ups too often. In general though, unless you absolutely need a story locked servant, its best to wait for them to eventually appear on rate up. (the 3*s aren't so bad, but 4* story locked are just a nightmare).
TL;DR: There is a very small advantage to story banner, but really its not worth it, rate up banners are the good civilization.

Thank you for breaking it down for me! I appreciate it. I like Archer Emiya and I assume he would be tough to get, but I will wait patiently for him to get a rate up.

Waiting for Emiya should be fine, he gets featured in quite a few rate ups, in fact he should have one coming up in a couple months with the anniversary. Plus hes always in the Gacha anyway, hes not story locked, so you can get spooked by him in the rotating banners, just roll for the stuff you want to roll and you'll probably get him. Story locked servants aren't actually too many, so this holds true to a lot of servants. Just roll for what you want, and emiya will pop up sooner or later ^_^ good luck!

If you really wanted Caster Cu or Caster Gilles for some reason Story Banner normally been the only way to get one.
I sort of wanted Caster Cu but I played for a good deal before I realized Story only way to get him and at that point, I have better.
