No, you can only buy Saint Quartz.
If you want to buy a specific servant, you need to wait until her rate up banner, and spend a bunch of quartz until you get her.

is it worth buying certain servants or should i just stick to saving saint quartz and using the summoner?
i'm fairly new and was thinking about buying altera unless can you even buy certain servants?

1. No you cant buy servants, the whole point of the gacha is that its all rng, you dont know WHAT you will get.
2. I do not suggest spending money on the game, due to the sheer amount you need to spend to get a 5*. I ONLY suggest sending money on the guaranteed 5* gacha, which gives you a random 5* for 1 10 pull(this can only be redeemed once per gacha though)
3. Altera is not a very good servant, and unless shes your waifu, I suggest against pulling for her. Saber alter is a very good 4*, and Okita Souji is on of the best sabers in the game so far(she has ar ate up in a few months)

If you're saying Altera is not very good, it also applies to Saber Alter imo, or even worse. (Altera is better skill wise, and she can becomes a crit Saber when she gets star weight effect on her 2nd skill, while Alter
offers little to nothing beside NP burst damage. Not to mention Altera also has attached 20% defense debuff on her NP). I still don't understand why gamepress rated her so high at S lol (I would be agree if she's on A tier)

2 main things make Salter good in my books.
1. An extremely high dmg multiplier on Excalibur morgan(150% more than excalibur), sitting at 450% base, without factoring in the always good mana burst.
2. She's 4*, meaning she is much easier to pull than altera.
Altera can be a crit saber but when camelot rolls around lancelot saber will do that alot better. Shes just not very worth it as a 5* in general. If she was a 4* sure yeah go for it. But if im getting a 5* saber, i'd rather want someone who has much more explosively high dmg or a better niche. Altera is just very underwhelming

Although she's a *4, she's story locked FYI, so not that easy too get her. Yeah, like I said before, she does have that good NP, but nothing outside it.
I agreed with Altera is kinda underwhelming for *5 in general, I just disagree a bit with your statement for Saber Alter. If she has Lancer Alter like skillset, she would be much better.

You can't buy any servant ingame, but you can buy an existed account with Altera in it on Ebay or FB selling/trading group.

You can buy her but its not worth it. There exists a currency in the game for whales called Unregistered Spirit Origins, you need 10 of them to even "buy" her.
As far as i know you need to spend upwards of $1000+, i have an Altera but from a guaranteed SSR gacha. This requires a 30 paid Quartz purchase.
There is supposed to be another guaranteed gacha coming up in the summer i hear. As far as how good she is i think shes pretty decent, though she supposedly doesn't really accel in anything as a Saber.
