Im new in FGO, but I played in some gacha games. Usually its best to reroll and start with a unit we want, but is this possible to pull 5* Tamamo no Mae, Edmond Dantes or Jeanne d'Arc (Alter) with star quartz after tutorial? I know I cant get them in force summon, but after finishing one quest I can perform 2 normal summons.
First, you can't get 5 stars in the tutorial summon. If you want to reroll for 5 stars, you will need progress further to get more SQ.
For the servants you mentioned, Tamamo is part of the story summon pool, so you can summon her at any time.
Edmond Dantes, and Jeanne Alter are limited servants, and they can only be summoned when they have a rate up banner. You have less than a day remaining while you can still summon Jeanne Alter, and you can't get Edmond Dantes now.

Any chance? Yes you do. Not very high, but you do.
Every SQ summon has about 0.7% chance at Jeanne Alter. Tamamo's chances are a lot lower since she's not on rate up. So... You do have a chance. I wouldn't count on it, but it's there.
(It might be better to get more SQ between rerolls if you decide to do it.)
I got both Gilgamesh and Jeanne Alter for 30 quartz each. As long as you believe in the heart of the gacha you'll get what you want.
Tell that to the ppl couldn't get JAlter with hundreds of quartz. Belief isn't, but luck.
