Are the Servants of the same tier puts in order or randomly?
For example in the SSR Tier 2 Gilgamesh is the best and Ozy is the worst or they are puts in randomly ?

I'm pretty sure it's down to their release/servant number. Gilgamesh is No.12, Tomamo is No.63, Jack is No.75, Cu Alter No. 98, Jeanne Alter No.106, which is identical to their current listing, but wait ... what is musashi and archuria doing before ozy!? Clearly I'm wrong.

I said pretty much the same thing until I noticed that.
I suspect that originally they were ordered by number, but when new characters were added they just stuck them in the middle.

I think it has to do with the underlying document that inputs the Servant - IIRC we had a few errors in the camelot batch and after they were fixed the ordering was a bit off. They are generally ordered by release date - the order has no meaning or weight on their ranking.
