This is a hard choice since both are extremely good especially emiya thanks to the strenghtening quests and at the same time have 1 skill of difference. But i stick with Chloe for her boss killing capability and good star gen after using her np battery and that can give a good amount of stars without depending of using a star gen skill + NP and also allows chloe to join in a quick chain more easily.
I have to say, this is not quite a fair comparison since their use are vastly different as 1 for clearing/farming and 1 for boss killing. I go for Chloe now, simply because she helped me to get over the line with challenge quest generally. Both of their skills are quite similar in many ways, except Chloe get a NP battery which might potentially allow her to spam NP with her art deck.
Emiya is quite good in many ways, but I just didn't pick him because my version is only NP1, but with all his rank up quest completed, he can crit quite hard combining 2nd skill and his NP.
I don’t always want to pick two servants with identical rolls every time. With that, it usually easier just to see which one has more powerful buffs and go with them. And a lot of those ones are debates people have had already.
I’m just looking for some different match ups that people may not have already thought about cause they aren’t obvious comparisons ya know. Just trying to keep it fresh I guess lol!
I can see where you coming from, but I suppose Emiya will probably need NP5 to stand a chance with Chloe, since his AOE NP damage spread out too much to match. But you're right, with the right setup, Emiya can potentially out damage Chole with his crit. After his rank up, he is too good
I have a feeling a lot of people will look at this one and easily go with Chloe. I personally would rather have EMIYA now that he is powered up.
The main advantage for Chloe is that she is ST and as a welfare it’s going to be easier to have her at NP5. They both have selfish kits, and pretty much identical effects across all their skills.
I think EMIYA’s are built better though. His star gen rate and Crit rate damage are both higher than Chloe’s. Same goes for his 1 turn all cards buff skill that they both share. They both have a one turn evasion as their defensive skill. The one difference they have does certainly favor Chloe. Her huge NP gain is better than EMIYA’s 3 turn, self defense up steroid.
The key factor for me is how their skills are synced. EMIYA’s evasion is only tied to his defense up. Both his star gen increase and critical damage buff are both part of the same skill, Hawkeye. Chloe’s critical damage buff is tied to her evasion, so a decision has to be made on how you want to use that skill as opposed to EMIYA. Also, Chloe’s star gen buff is tied to her NP gain up skill. Depending on the situation, you may not have Chloe creating the extra stars at the same time her Crit damage is boosted. Having those two buffs tied to one skill for EMIYA is a huge bonus and his Crit damage boost is 50-100% as opposed to 18-36% for Chloe. That’s a large gap between them. His Projection skill is also 5% higher at all skill levels.
The attack down effect off his NP is a little better than Chloe’s Crit chance down to I feel. Especially as EMIYA’s effects the whole enemy line up. Chloe certainly has the edge in damage based on her ST NP and being an easy 5, but I think she is fairly adjusted for that. Lining up EMIYA’s skills is an easier task so when he is fully buffed, he can dish out a lot of damage in a chain attack. He can create the stars and his archer absorption rate ensures he can use them, and that is a high Crit damage up buff! And being in one skill together, they’ll always be active together.
I absolutely agree with this and prefer EMIYA as well. As a bonus, Hawkeye at a high level with his NP frequently creates 35-40 stars with a full enemy squad (more on a brave chain) and all but guarantees a critical heavy hit next turn for ST damage. Many bosses have a minion or two and that makes it that much easier to critical them to death while his NP still has farming utility as well. Truthfully, he just fits in about any squad and can pull out either duty as needed.
This is truly a hard decision indeed !
Emiya is a 4 * but his offensive capabilites rivals Gilgamesh, Ishtar, Raikou and Zerkerlot.
That something that Chloe can't never do, boss killing + daily farmer and wave clearer at the same times.
Let's be real here, Emiya is more practical than Chloe because Chloe only best suited for killing boss and we're farming for every single days.
For boss killing capabilites, AOE DPS like Gilgamesh and Ishtar or Raikou is on par with another ST servants and it's the same with Emiya.
It is also heavily depends on your teams, Chloe and Emiya with full Archer team won't do anything except against Sabers.
There are also tons of videos and proofs of how good Emiya when he's facing a boss, both Emiya and Chloe is also a good and strong solo servants.
Everytimes i debate about something like this, i would give them some comparison first before i decide whose better. Alright, let's get started !
Burst damage and Offensive capabilites :
- NP damage, for a single boss it's Chloe and for both multiple bossess and single boss it's Emiya. Emiya barely win this !
- Crit potential, 108 % Crit damage for 3 whole turns so it's Emiya.
Chloe just 44 % Crit damage, so it's a huge gap between them.
- NP gain : Chloe have instant + 50 % NP battery and both have extra ordinary NP gain when they're critting. Both is also Art servants.
For this, Chloe wins.
Same skills :
- Projection Magecraft, Emiya win this by 5 %.
Star gen :
- Both have + 100 % Crit star gen rate skills and pretty good hit count, this is pretty much a draw.
Unless they're more than one enemies, Emiya wins.
Survivability :
Both servants have Evade, this time Emiya wins. Crit is too RNG, Emiya Def Up and Atk down technically reduce overall damage.
Emiya, Evade + Def Up + Atk Down.
Chloe, Evade + Crit chance down.
For longer battle, Chloe will fall even harder in this category.
Versatility :
- Chloe can only focus to kill a single enemy but Emiya can do what Chloe can do.
Farming, sure Emiya can do it but Chloe can't.
Boss killing, both can do it.
Team work :
- servants that can solo bosses is a pretty independent unit. Chloe is little selfish this time, enemies with high atk is a usual things on this game and Crit down debuff is too RNG.
Emiya can provide Atk down and def down debuff, combined with another supp def up or damage reduce skills your team staying power will increased.
For just a Single Boss, Chloe win but we're talking about overall performance here.
Overall performance Emiya wins.

Emiya is my pick.
Its skillset is just soooo good after the strengthening quest. Hawkeye literally make him a better crit machine than most 5 stars and have insane synergy with his NP which easily produce 30+ stars alone and Archer having high star weight means there is no need for addition star absorbtion. Projection's 40% buff to all cards is also insane especially when u forming EX chain. UBW's ignore defence also have its advantage especially in quests like NeroFest.
2 notable flaw on him is his 3 art card and no NP charge which makes him somewhat reliant on starting NP. However, putting him with 2 support will have 9 art card out of 15 card and greatly increase the team's stability and his art crit can literally fill up his whole NP gauge with 2 art card, which makes him very easy to have a consequtive NP.
Overall, Emiya is just too strong to say no.
I use Emiya frequently and I've never used Chloe before, but after reading her analysis, I'm going to stick with Emiya. When he crits, he crits hard. And thanks to his second skill, he can crit pretty frequently. I'll never forget the time when he pulled a victory for me against Mordred in Camelot after doing 110k damage with his Buster card.
Hm... Bit difficult due to different roles but I would have to say EMIYA.
As most have already noted, Chloe is a top class boss-killer due to her NP battery and easy NP5 due to being a welfare SR. Her higher hit count on her Arts card gives her higher NP gain than EMIYA and, paired with her star gen buff, also helps her star gen.
Unfortunately, most of her damage is tied to her NP. Sorry to say but without her NP5, she wouldn't be that different from any other ST 4*. And the way her skills were set up also ended up holding her back at times due to the weird mish-mash of effects that require me to sometimes sacrifice one effect for the other.
More than once I had to choose between using her Mind's Eye to buff her crit damage on a turn where there are lots of crit stars saved up and she has three+ cards in the lineup for a brave chain, or hold off so she can survive the NP coming with the next turn or two with no other way to stop it.
The same goes for Kissing Freak. If I use it to generate crit stars, I sometimes end up charging her NP gauge (which was already at 100%) instead of using it after firing off her NP so that I can NP spam. And while I can use it to create stars with an NPAA chain, I might not be in a position to use Mind's Eye to buff the crits on the next turn since her Evade could be more useful at a different time.
On the other hand, EMIYA's skillset is properly set to either offense or defense.
On offense, his Hawkeye is an absolute beast for any crit team with a crit up effect is massive at an additional 100% crit damage and 100% star gen increase. If Projection is paired with a BAA, an NPAB, or an NPAA crit chain, the damage is high enough to rival (sometimes even surpassing) Chloe's NP damage and can help charge his NP gauge for a possible second NP before Hawkeye's effects end. Then, with the crit stars from that turn, he can continue to deal even more damage the next turn if his cards come up (which can be timed on ourpose if one pays attention to which cards will be coming up the next turn).
On defense, his Evade is paired with a defense up for the two turns after his Evade is used up. In addition, his NP's ATK down debuff further helps him and the team survive, unlike Chloe's crit chance down(which may not even matter since the enemy can still crit despite the lower odds).
Chloe is great but, if not for her easy NP5, her damage wouldn't be high enough to call her a top class boss killer, something EMIYA could do with crits alone. So, given the option for only one, I'll have to side with EMIYA for this one.

Also, glad to hear you find them interesting. So far people seem to get in on the discussions so I’ll keep them going. I can’t promise all of them will be winners though lol. It’s actually a little difficult sometimes to come up with good, original ones. I don’t want to do the Waver V Merlin or Musashi V Okita cause those have been discussed repeatedly on the site.
So I like to try and come up with original ones and mix up servant roles and what not. So forgive me if sometimes they aren’t always the most compelling match ups lol. I’m just trying to go outside the box here and there and make people look at them in different ways maybe (which role is more important to them or if one servant is more unique so perhaps more valuable than a more powerful but more common type of servant). So forgive me if some match ups are a bust lol. But as long as people participate and enjoy them, I’ll try to keep them coming! Figure it can be good for new players if they stumble upon them. I know I get good info out of them and I’ve been playing for quite a bit.

I say EMIYA but he and Chloe are vey different. Chloe is a boss killer made to kill 1 powerful target, while he has 2 things above her: Hawkeye and UBW.
While UBW is not that strong, he can generate up to 40 stars using it once and as an Archer he can crit very reliably after that. He can clear waves of enemies and farm reliably and even deal some decent ST damage combined with Projection (even though Chloe is way better at that department).
They're both strong but i take EMIYA since i already have Euryale, Orion and Robin Hood and he is one of my favorites.

But this time EMIYA have the edge.
The key of this discussion is "if you only can have one" and not " who is the strongest".
Among those 2 Chloe is the strongest. Her deck is simply better (not her skill). Emiya 3 art dont do him any good, but she have more np gen and more star gen with only 2 art.
this difference in deck is the reson why despite having superior skill .
I am not really considering the difference of a np5 and np1 np here. simply becouse by being ST chloe np will alweys outdamage emiya. I also have emiya np2 (or was 3?) and he have an interlude.
But emiya is simply more versatile.
Plus, even tho Archer have a really hard competition in the 5*, in lower rank thets really not the case.
Chloe closest competition is summer artoria and euryale i suppose

Honestly, this is a very difficult matchup for me because of how different their uses are and how greatly they perform them.
Kuro is a boss killer first and foremost. Her NP is an ST and does insane damage, and she can reach her NP quickly with her NP battery. To top it off, she can buff all her cards for one turn and is a welfare servant, so her getting NP 5 is not that difficult.
However, I believe EMIYA misses out in my book by just a very miniscule margin, mostly because of how monstrous his crit damage can be coupled with Projection and his NP. If he manages to raise his stars high enough, he can hit like a rampaging elephant with a buffed Brave Chain. His AOE NP makes him an good farmer, and his crit potential can stagger bosses.
However, while EMIYA can be very powerful under proper conditions, I feel Chloe is more consistent in her damage output and holds a superior and more consistent deck as opposed to EMIYA’s triple Arts deck. This is why Chloe has my vote by just a small edge.
Well, if I'm allowed to whale, Gilgamesh is the go-to AoE archer, so I would have to vote for Chloe as she is the best ST archer at the moment. And while you could say Gil is also the best ST archer, that's not so true if the boss isn't a servant.
My pick: Emiya.
After his several strengthening quests Emiya's skills are designed better in my opinion. He has higher values than Chloe and they are combined into one skill and not all over the place as it is the case with her.
If he had Chloe's NP battery he would an obvious pick for sure. Without it, he wins over her only by a small margin.
Bit late to the debate so anything id say would basically repeat what other have said, I pick Emiya, i would have basically said everything you said and some of what others like ordinary said, its a small margin but i think he's better overall,by a small margin. Also i like these debates you do their interesting so thanks, unfortunately i always seem to spot them too late haha, hopefully im in time for the next one
