Which servants from these classes fit this meta in both the NA and JP servers?

The best buster crit lancer in the current NA meta is Artoria (Lancer Alter). I have her and her buster crits with all three skills active can deal upward of 150000+ damage per hit. When you combine her with servants like Zhuge Liang, Nightingale, Merlin, etc. she does even more.
When Summer Raikou gets released in NA, she will become the best buster crit Lancer while Artoria (Lancer Alter) will be a step behind.
The best buster crit Archer in both NA and JP is Gilgamesh. I have him and he is quite self-sufficient in that his Charisma and Treasury of Babylon have 5-turn cooldowns for 3-turn effects, and that he can generate his own stars by attacking. When you give him support servants like the ones mentioned above, he deals even more damage. He also has a strong Independent Action so his crits are naturally strong. Ishtar is the second best buster crit Archer in NA right now.

Solely on critical potential, Ishtar is wildly better than Gilgamesh. It's not even close. Gilgamesh can pull star, but Archer's class naturally pull stars. As long as you don't pit her with Riders, she'll get stars just fine.
Gilgamesh's main selling point is his strong hitting AOE np that can potentially complete with ST NP damage on servants.

Gilgamesh's crit power is greater because he can generate his own stars in addition to pulling them. Ishtar's crit power lies solely in her ability to buff her own crit damage.

What the fuck are we even talking about when we say "crit power" then.
It's the potential of critical damage. That's what we are talking about. I hope you understand that.
What you said can be categorized under consistency, both star pull, which doesn't really matter all that much because of natural Archer weight, and self star generation. Then again, what are the chances of Gilgamesh using Q and Ex and then immediately consuming the stars he just produced?
At best, the additional Buster hitcounts as well as Arts can be well eclipsed by a single copy of 2030 on support. Which is in the best case scenario.
Also, Ishtar's hitcounts on Q/A/Ex are all up there, at 4/4/7 respectively.

I don't know JP, but for NA:
Gilgamesh is probably the single best buster crit archer in the game, followed closely Ishtar. Unfortunately, they're both limited 5* servants.
Upcoming welfare Nobu also fares pretty well as a buster crit archer. Otherwise, you'll have to wait for Summer Anne & Mary.
Honestly, most Archers tend to be Arts/Quick focuses---Robin can NP loop with crits on his arts cards and max golden rule; Emiya has some of the best arts crit steriods in the game, and Billy has some of the best crits in the game, period.
For Lancers---Proto Cú and Jaguar Warrior are your best options. Jaguar is more for burst turns (i.e, killing a Wave 3 boss) and Proto Cú doesn't hit quite as hard because he can't NP Buster brave chain. But you probably have him at or around np5, so he's definitely a good option.
Jeanne d'Arc Alter Santa Lily and Brynhild offer some decent utility for crit teams, but I wouldn't necessarily use them as my dedicated buster crit servant.
Karna and Lancer Alter are undoubtedly your best bets. Karna needs help generating stars (Merlin, Hans, 2030, quick chains, etc.) but he has a 3-turn star gen and crit damage steroid. Lancer Alter's signature skill, Protection of the World's End, produces 10 stars at max level, increases her star weight, and increases her crit damage---basically, it's what Instinct should have been.

For both NA & JP, here's the list :
Archers :
For SSR it's Gilgamesh, Ishtar, James Moriarty. Gilgamesh and Ishtar still stand at the top until now on JP, James for single enemy boss with lots of HP
For SR it's Asagami Fujino, Tomoe Gozen and Nobunaga Oda. Pure Buster Crit DPS, it's Nobunaga and for sustained Buster Crit DPS it's Fujino and Tomoe.
Lancers :
For SSR it's Brynhildr and Karna.
For SR it's Artoria Alter A.K.A Lancer Alter, Nezha and Raikou. For this category, Raikou for ST and Lalter for AOE.
For R it's Jaguar Warrior.
Honorable mentions : 5 * Archer Napoleon, 5 * Archer Nikola Tesla, 4 * A&M, 3* Proto Chu.

Bonus :
For Archer, especially if you're going for long term investment i would suggest for Gilgamesh or Ishtar. Since both is a monster, just pick who do you like the most between the both of them, because they're pretty much doing the similiar jobs. Techically you don't need any ST Archer servants if you already have servants like Gilgamesh or Ishtar in your Arsenal.
For Lancer, Raikou or Brynhildr and Lalter for AOE + boss killing.
Mentioned Buster Crit servants is the beast among their rivals or competitors and can serve you well in almost any situations.
If you play FGO JP, Gilgamesh and Ishtar is totally mainstream there and heck there's always some random peoples equipped with over than 5 Ishtar and Gilgamesh in the friend support list.

Karna is also one of buster crit lancer tho I do believe that lancer alter does more than him, but I don't personally have or even used her so my opinion might be biased towards Karna. A while ago /w only 1 merlin, nero bride atk buff, basic mc buff atk +, self buster, and karna 3rd skill (for crit up) made me deal 250k on his buster crit /w just only 2/4/4 skills
