I think you need to slay some specific enemies or gather some specific materials or finish some missions to unlock it.
It's the re-run version of Prisma Ilya if i'm not wrong, so look at the guide from the past Prisma Ilya event. It's should help you a bit.
You have to complete mission #24 to unlock
Search for translated mission list here or in google
As far I remember from NA version of this event you have to kill some number of specific mobs (cookie golems or something).
Yeah, it is really annoying but prepare to have to do something like this 2-3 times per raid boss
