Why not both?
They both benefit a lot from their skills being maxed out.
If you're asking who to max out first, it all depends on your servant pool.
If you have very few offensive servants, jalter is a good option, as she can be used against nearly all opponents due to her largely neutral class.
If you have most classes covered for ST damage, but are lacking in a good ST saber, then go for Musashi.
Or you can just max out the one you waifu more first.
