Will quick card NP do less damage then burst NP on another servant if both have like 1000% damage modifier and same class without any buffs?
Yes. Quick cards, including NPs, have an 80% damage modifier while buster cards have a 150% modifier. This is why quick NPs tend to have 800-1200% base damage while Buster NPs are 300-600%
So if a quick NP and a buster nP had the same base damage percentage, the buster NP would deal more total damage.

To clear things up, quick np will deal more damage vs the other type of np even after taking into account the card type assuming they are the same np level and np targets.
Comparing lu bu and mhx is totally wrong. Reason being lu bu's np is singele target while mhx is aoe. The damage of single target will definitely be higher. A fairer comparison to lu bu would be someone like kintoki. A comparison to mhx would be someone like kiyohime/Darius.
MHX's NP is single target 1600%/2000%/2200%/2300%/2400% with a 150% - 200% bonus damage to sabers based on overcharge.
