unfortunately, there is never rate up for 5* CE. However, JP in 2018 do have a banner specifically for all 5*CE.

Hmm, how does that work? A normal rate up just ups certain ones but overall there's no difference in the star distribution. Is this some sort of guaranteed pull?

I don't think there is unfortunately. It just comes to you when the gacha feels like giving it. A substitute would be MLB the Imaginary element.

Yeah, but unfortunately main problem with MLB Imaginary Element is that it gives only 75% NP so it can't be used effectively on fast farming teams since almost all support servants with NP charge skills can fill max 20%

The earlier you roll the better. If they add more 5 star non limited CEs, they’ll get added permanently which will decrease your chances even more in the future.
