Touta will be useful during Rashomon Re-run and Onigashima Re-run due to his NP strong against demonic/magical + Merlin.

Advice for another Archer to level
I seem to have gotten a number of archers decently leveled: Emiya and Robin for main damage dealers, David for hybrid support/survivability, Euryale when charming males is a thing, and just recently Arash for nuke farming duties.
In the wings, I have Atalante, Kid Gil, Billy, and Touta. I have Merlin, and soon-to-be usable Waver for supports, but no Tamano or Helena. I have a Jack for stars, but no real Quick-specific supports that I can think of (strongest other Quick-emphasis servants are Ushi, Caesar, and FSN Cu).
It seems like maybe Kid Gil would fit in better with Merlin and/or Waver, but might be redundant with Emiya? Atalante is the lone SR of the bunch, but I don't really do Quick-based teams (Jack aside...). I've read their dossiers here, but I need a little more description of how useful they are in practice, or what niches they might fill for me.

Yeah the trouble with the remaining archers is that they struggle to fill a role that the ones you've already leveled don't already fill. Tawara has the weird anti-demon niche and that he's a bit of a survivalist like Cú. Billy is a crit monger who lacks a star gather skill when he really needs one, and Kid Gil is just kinda vanilla. Most interesting thing about him are the debuffs he inflicts on his NP.
I would say Tawara is probably going to be the most overall useful for your team if you want an additional archer, but the support he provides is a bit superfluous and you'll likely find that it's easier to just run Emiya and kill everything.

You can focusing on raise Archer's skill level, particularity because of the fact you have Emiya-Waver-Merlin, then raise Emiya's 2-3 skills to form a critical team.
You dont really need to raise every archer's skills (but level is okay). As you mentioned, Kid Gil is probably good with Merlin, but no necessary. Right now focus on any SSR archer, Emiya and David's skills.
Euryale vs Robin, pick up Euryale. You dont have Tamamo anyway, and Robin wont be such good in a later boss fight. But again, I am more or less talking about skills. Robin is okay for 1-turn nuke even though his skills are not leveled. But Euryale is great since you will always meet male boss.
Besides, you can raise Atalanta due to her decent ability for farming and generation star for later round critical damage. However, you dont need to consider Quick team because there is NO quick support until Skadi. You can take Jack in to your Archer team if enemy are in mixed class. But if for a tough Saber-only boss fight, Emiya+Waver+Merlin and take good CEs (star abortion for Emiya, and star generation for Waver/Merlin) are fair enough.

Robin was my first archer that I raised, and then Emiya (who's suffered a bit in the skill dept. due to too many irons in the fire...). I think I remembered using him for one of the Salomon bosses, and buffed up I could get him to NP for 350k, and I think once at 390k. I even recently raised his poison skill to 10, and have considered grailing him to 80. For a ST fight, I'd have to pick him over Emiya.
I can see the value of Euryale, but while there are a lot of male bosses, sometimes it's not. I haven't really tried to use Emiya in a ST situation, but now that I have Merlin and Waver, his NP has just gotten better and more frequent. So while perhaps his NP doesn't hit a ST as hard, with the addition of his crit damage, perhaps he's viable too, but in a more sustained sense rather than the OHK that Robin might do. I should try him more with my new supports.
EDIT: One other consideration is that as F2P (minus GSSR gachas), the odds that I'll get Emiya at NP2 or greater is very small. Considering that I only roll on rate-up gachas nowadays, he'd have to spook me on most of my rolls. That said, I've picked up 3 Astolfos and 2 Bonny&Reads, so it's not as unlikely as getting an NP2 Jack :)

You prefer Robin that is fine. Off course Robin is also cool and pretty handsome, way better than most male servants. But when multi-bar boss introduced, he just wont easily nuke a saber (especially if that saber has high debuff resistance). It only be maneuverable to raise all his skills to lv10 and construct a team for him (with Waver+Tamamo).
Emiya has poor NP damage that is a well-known fact. You can consider his NP be a tool to have bunch star to trigger his critical damage, or make NP-x-B critical brave chain with his 3rd skill. Honestly I also dislike his poor NP performance but his>100% based critical damage isnt a joke. let alone Waver-Merlin-Hans's boost. Meanwhile a critical team is also more versatile. Sometimes you can add Jack as semi-support/dps in such team with Emiya/Waver(Merlin), using combat suit as mystic code.

Just noticed that I think around Nov there should be a GUDAGUDA Honnouji rerun, and Nobunaga should become available to me as well, so there's something else to throw into the mix.
