Think it's the next equivilant to the '10 million download campaign' not sure when.
Sure does, to get the most out of her you need to time her skills which I think is fun, some people think she is just 1 turn when they look at her skills cooldown which isn't the case.

Too much, but as much as you would expect to Np5 a 5*. Slightly on the lower end at about 2000sq. Below would give you and idea of how much sq you need.
To NP5 a 5 star servant during rate up is:
~54% after 700 rolls (2,100 Quartz)
~75% after 900 rolls (2,700 Quartz)
~92% after 1200 rolls (3,600 Quartz)
~99% after 1700 rolls (5,100 Quartz)
I had Np3 by 600sq so if I didn't get all the spooks I got along the way could've been lucky at just 900sq.
I'm not rolling anything else this year until Ereshkigal then Houkasai next year.
