Who to focus on?
I've got too many characters that I have postponed the levelling and I dont know who to start with now.

You don't list Waver or Merlin, so I would level Hans to 65. I used him just about exclusively through Babylon, and didn't use a friend Waver, and he carried me through. Using him is cheap (team cost-wise) and he's pretty good at keeping the team alive.
You didn't mention Ushiwakamaru, and I think she's an excellent budget 3* Rider with a good NP, and an NP gain and team ATK buff skills so is useful as a hybrid support.
Another good budget servant is Caesar, with his team NP up and ATK up, and targetable crit up (with a DEF demerit though).
Chloe archer, definitely. Don't have her, unfortunately, but having used friends', she hits like a truck, and I regret missing her event because it isn't coming back for at least two years, at least based on JP history.
