The best charisma come to my mind is Sadistic Charisma of Elizabeth Lancer. The skill is really strong after strengthen, 40% atk up for female.
You can try Epic Seven; however be warned, it will suck u in so much that you may place FGO on second tier which is what is happening to me right now :) but its not exactly a bad thing as it will somewhat reduce your urge to do summon...
Honkai impact is really well made. The best normal charisma, with no bonus, is the gilgameshes. Stheno and liz also have bonuses. Merlin has np charge with charisma.
Honkai Impact is really good. Waifus are really well done. Sadly, I have to drop it due to school activities and need to focus on one game only. I'll pick it up again on summer or earlier, God Kiana is too valuable for me to give up.
Other than what was mentioned already, FEH and dragalia lost is not bad.
If purely Charisma skill then I guess Gilgamesh with A+. Other variant depends on your needs because it is usually 20% with extra effect, though Elizabeth lancer (20 more for female), Medb (20 more for male), Merlin (20 NP) and Waver (10 more atk & NP) probably has the more useful variants. As for targetable 3 turn atk buff, Nero Bride. Maybe even Summer Nero in the future with targetable 3 turn 50% atk up.
Idk if you mean just charisma or any charisma variant, but with the former, I'm pretty sure Gil and Quetz are tied both with it at A+ rank, otherwise I'd say either Waver's or Merlin's. Stheno, Liz lancer, Jalter and Medb have good ones too.
