Keep on levelling any servant till you get a Super or Great sucess. After you do, quickly press Menu>Summon>10x Summon
I did this for about four times, it gave me EMIYA, Sanzang, Enkidu and Merlin.

I do this every time now, worked for Jeanne, Illya, Ishtar and now Merlin.

Level servant or ce until i get a great or uper succ twice in succession. Roll a few times. If I dont get it, repeat the process.
