Actually Fuuma is considered a better option as a Crit Star generator. His 2nd Skill, Ninjutsu, grants not only targeteable evade (which gives lots of utility) but also star-gen up. Also, compared to Hassan, his NP is multi-hit AOE Quick, so on NPQQ turn he'll pretty much give you enough stars for every card in the deck if you hit enough enemies.
Hassan, however, has an arguably better survival and can sort of be a DPS with enough investment and good set-up.
It's pretty much up to your liking, needs and set-up.
