I know that Shakespeare has one but it's locked behind his rank-up quest. The good thing is that it charges the full 20% at level 1.

Which 1-3 star servants have a targetable np gauge skill?
Looking to increase my farming efficiency, been difficult to get nps off quick sometimes as i dont have any kaleidoscopes, so could you guys tell me any 1-3star servants with a targetable np increase skill? Only one i know is Mash

Yeah, Shakespeare and Mashu are the only two 1-3stars who're able to charge ally NP gauge
