It depends on how many Ce's you own to farm. If you do not own any of them, then you maybe need more than 13 apples.
And obviously, If you own many Ce´s you could clean the shop with normal ap.

Will 13 Golden Apples suffice for the Summer Event?
Hello! So I was wondering if 13 Golden Apples would be enough to clear the shop for the Summer Event. I heard that this event is very grindy, but I was hoping to have the majority, if not all, of the items in the shop.

Assuming your team is full of 6 bonus servants and you exclude the monuments/pieces already, you still need more than 15 apples to "clear" it. However, many JP players also told that we should save as many as apple as possible for the lottery in the event after that. So spending all of them here is not a very good option.
My advice is that you should make a sacrifice for this event and only choose the necessary mats. But if you decide to roll and get lucky with the CEs, you might be able to get more out of this event.
