That's correct, story locked servants are available only in the story summon or banners where they are on rate up.

Why are Unlockable servants not in the limited summon list ?
^Salter, Nero, Tesla... I didn’t see them in the summon info although I already cleared London, so the only way to summon them is in the story summon and rate up ?
