Currently maxed out servants:
Tamamo, Shuten, Cu, Siegfried, Ruler, Altria lancer alter, Mary, Helena and Kuro.
Servants not maxed out yet:
Billy, Scathach Assassin, Tamamo Cat, Mash, Ozy, Ushi, Mordred rider, Medusa, Bedivere, and Nursery Rhyme.
i really need to know who i should prioritize in maxing out, because i have so many Servants in need of leveling up and i wanna know who should be maxed out first
Mashu mashu 100% smashu. Ozy too of course. In fact outside of Tamamo, Ozy is your best servant. So those 2 first.
Until Jeanne gets her strengthening quest, best kouhai is the best defensive support in the game. And Ozy is with some ease the best rider in the game and the second best buster crit dps behind only his bishi besty Gil.

No, but jokes aside, I think, while Gil and Ozy are spectacular units, damagewise they get outclassed by Raikou and Jalter. But I agree that he should focus on Mashu > Ozy > The Rest.

Kidding. In fact, all the servants you listed are worth form leveling, but considering team build up, then
Mashu>=Ozy>the rests, even no considering team build up. Also their skills (all of them)
For the rests
Mordred RIder (1st skill) and Nursery Rhyme (1-3 skills) > the rest of rest, since you have Tamamo as art oriented team, and they could be very good DPS.
Little cat tamamo > the rest of rest since you probably need a AOE farming berserkers. Although Little Cat is still not the best choice.
Bedi > the rest of rest if you have plant to roll Waver or Merlin. Siegfried is a relative mediocre saber before his strengthening. Right now Mr.Sorry still has poor performance against non-dragon lancer bosses.
Scathach Assassin is not bad is you want to have a combo team versus riders. She can also provide some cover to caster supports, since Shuten as Assissin is still lacking of firepower to rider bosses (generally worse than Jack, and NP worse than MHX), but Caster supports like Tamamo are still weak in this case.
Ushi is also a decent 3 star ST rider, but since you already have Ozy, then..probably not before Ozy's maxed
Medusa and Billy are in lowerest priority. Medusa worked fine if you have her sisters, but in other cases, generally not. Billy dont have support, and Kuro+Tamamo+X could be your first archer choice. If you maxed Kuro to 310, then leveling Billy is also a good idea.
Also, they are quick-oriented servants but with unsatisfied status as NP gain or/and star generation. That is reason.
