I have 9 grails right now, and a reasonable spread of Servants from each class. Now I’m wondering which Servants I should be giving Grails to. As of now, I’ve gotten Hercules to level 90 and Hans to level 70. Other servants(if at level cap will *)

Grail whomever you love the most. That's what their for.
Mechanically speaking, Rulers, Berserkers and Avengers are good candidates because of their class damage multipliers. Anyone with massive peak damage on their NP, such as Robin Hood, are also good grail targets.
Really though, you can grail just about anyone and get nice results. That's why it's better to grail the servants that are your favorite.
Isn’t there some really hard content that’s coming up? Do I need particular servants for those?
The Salomon story chapter is probably the toughest thing that's coming up next year. Everything else is fairly easy to get through by just taking the right friend supports. Grails won't make things easier though. It makes servants a little bit tougher but won't overcome the weaknesses of their kit.
There's no point in asking others who you should grail tbh. When you grail someone only for gameplay's perspective, you risk to get someone better at some point, meaning the grails would be a waste. That's why we see grail as a proof of love. Grail those you like the most and you'll never be sorry for grailing someone.

Simple answer but 100% accurate.
From my experience in the game I learned that palingenesis is something that only proves your love/loyalty to the servant.
Of course you can go for the meta-gaming grailing and increase level cap for the servant(s) from the top of the tier list and this won't be bad.
But you can also grail [this is an example] a Stheno, which is considered to be the worst 4* servant and as long as you like her that's absolutely fine (and honestly I like to see when someone has grailed servant from the bottom of the tier list ;D)
I grailed my love from the beginning of my journey with Nasuverse - Arturia 5* [saber]. She's considered to be the weakest 5-star saber but for me she's perfect and I can't imagine playing her at only level 90 with skills randomly lvl'd up to 4-6 levels.
I suggest you to follow your heart or - if you can't decide - don't rush with it.
As you already know palingenesis is a really expensive enchancment and you probably would rather spend this QP&Exp cards on lower level servants to max level them
I'm going to play devil's advocate here and say grail for gameplay. If you're going along this route you have several options.
1) Grailing 5*s is a huge qp and grail investment as you will need 5 grails to get them to Lv 100. They are often good enough at Lv 90. Not worth it.
2) The best 4 stars e.g Heracles, Kintoki Rider, Lancelot Saber, Chloe Von Einzbern and unique servants like Martha Ruler are all worth grailing. They only take 2 grails to get to Lv 90 and in my opinion, doing so is the best use of grails as you get them that much closer to a 5*s performance.
3) Exceptional 3* and below servants like Euryale, Hans, Medea. You wont get that close to a 5*s performance but the grail and qp cost is more reasonable and some servants like Hans really benefit from the extra health.
4) Lv 100 Mata Hari

Gotta agree with this. Grailing 5-stars is a high resource cost with very low returns. Mechanically, it's not worth it.
Lol i have seen lots of Hans grailed to lvl 70++, also i have a habit of borrowing Hans with a lvl of 80++ and 2030 equipped. I must say it improves his durability to some degree.
I also planned mine to lvl 80 or more later, if another event with Grail prize come.
My Og Cu until this moment have been grailed to lvl 85 and will give him grail to reach lvl 90.
Arthuria Lily to 90 so she can transform to Og Artoria and change her sword from Caliburn to Excalibur. If you have Gawain, turn your speaker to max and put Artoria, Arthuria and Altria's nephew on the same team then enjoy your 3X Excalibur with loud sound.
I have done this and i regret why i doing something like this, also i the have 3 of them =_=
Siegfried to 90 so he can cook more Dragon meat from Artorias family, Liz family, Kiyohime family and other Dragons, cold sweats drop everytime those dragon see him.
Saberlot to 90+++ usually like to ignore class system and slashing thing as he desire.
Basically a Gattling gun with High mobility, High accuracy, lightweight and very high Firepower, efficient at reloading and vomits those rain of bullets.
Nero to 90+++ she just want with her praetor and playing rock scissor paper with Chu and Heracles on the backline. They're strong so master will deploy them as secret weapon, not really like to teaming up.
Robin Hood to 80 +++ just a Nuclear Warhead, he also like to shot those Barrage of Nuclear.
Saber hates him very much, berserker too.
