I got both as my first Ever SSR. And so i was planning to stop rolling until I saw someone I want and instead focusing on this two servant. So, between the two of them, which one should I focus more?
Well, it’d help if we knew what your other servants are, but in general I would suggest Tamamo, as she’ll be key to any Arts team, which is what you’re going to eventually run Vlad in most likely. Vlad is gonna need you to already have Tamamo at her fullest potential for him to do his best, so why not go for her first?

Use your own damage dealer is more fun for me.
But for strategy, go for tamamo.
If you focus on her and her skill you can summon any art damage dealer in the game for any content. Plus she is cute, and she rock in wet t-shirt.
You're fortunate to have both since they work well together. However, Vlad needs Tamamo to work so raise Tamamo first and then Vlad.
I'm not sure what you mean by "focus on"...
But I'm gonna assume you're talking skills.
(Because you should level both of them to 90 ASAP.)
Here's how I'd level them:
Fox's Wedding --> Vampirism --> Curse --> Morph (Vlad) --> Guts ---> Morph (Tamamo)
Ideally, you'll get the first 3 skills to 10 as quickly as possible. Vampirism is super important to Vlad because it's what majority helps his NP gain problems. Fox's Wedding is essentially a 3-turn Arts Mana Burst with a 2,500 HP heal...which also helps Vlad mitigate his NP gain issues and get a large refund on his NP.
Curse on Tamamo is next, because stalling is good.
Then I'd level Vlad's Morph---Tamamo's Morph already majorly increases her defense for a single turn, and Vlad is extra squishy so he appreciates the reduced cooldown. Then I'd level his guts for the reduced cooldown...with Tamamo spamming her NP and with a Waver support, you'll ideally have Vlad's guts up 100% of the time.
Finally, Tamamo's Morph. It's perfectly serviceable at Lv. 1, but it does scale well and the cooldown reduction is totally worth the mats.
