Who to grail between those two ?

So, who to grail between Saber Alter and Francis Drake ? Both are at level 92, 10/10 (8 for Drake)/10 skills, NP5 for Salter and NP2 for Francis.

Saber Alter is near bond level max (need 92000) and Drake is still at level 7. And I am pretty sure that I will put Salter in the bench after getting her Bond CE.
