Which class are you lacking in? Which do you like better? These are the most important considerations. Apart from that, both work well with MVP support Merlin as both are buster-oriented. Neither have reliable NP charge: Hassan has a higher rate, but lower hit counts and a buster-heavy deck, Musashi has a lower rate but also a skill that doubles her hit counts for a turn (also has a buster deck). Honestly, both of them are strangely similar in use, so it's a bit hard to decide based on gameplay value alone.
If you want my opinion on this, without knowing anything abut your current lineup, I would say probably pick Musashi, since she's more streamlined in her focus on dealing damage, and has a good third skill which drastically improves her durability. Hassan, on the other hand is spread more thinly. He has a bunch of buffs for his first skill, higher chance to instakill for his second skill and guts for his third, making him more well-rounded as opposed to streamlined.
For arguments to the contrary, Hassan is the only heavily buster assassin, while there are a few other buster sabers. He is also more durable.
