Iirc, Ozymandias and Sanzang will be permanently added to summon pool after completing Camelot, so they may spook you. Raikou and Altria Archer are limited, so I think they should be a bit prioritized, although in the end it depends on you.
Altria Archer is considered a broken Arts servant, if you're playing the Arts route in general, go for her. She has good skillset and can spam her NP like crazy.
Herc and Raikou serve different role. Herc is a soloer and last man standing, while Raikou is a good farming machine with her AoE NP.
Drake is only good at general farming, while Ozy has more on his sleeve. His second skill combined with his third skill is really strong, and his third skill also provide an unique buff which increases buff chance not only for himself (for his 2nd skill) but also for his Allies. Think of Hans' NP or Tesla' 2nd skill that can take advantage from it. He's arguably the best Rider in the game.
