When is the next 1/2 Daily quest AP cost & 3x Great/Super Success rate?

These kind of posts make me feel both nervous and sad for when I'll roll for Squirtle. On one hand if I get a 5* I'd want it to be Squirtle on the other, personal experience just has shown that it's entirely possible to end up with a whole large amount of nothing and just CEs....also for quick exp doesn't the shop have 100 tokens? I mean just for now by the way. No idea when the next half event is

Not for quite a while - they don't do them close to each other. Multiple months at least.
