On a serious note he wont have a rate up himself specifically. He will always be in the 4 star pool so whether you roll on a solo 5 star rate up banner or Story Summon is no different.

Yeah. As time goes on, he should pop up out of a random summon. I seem to get 4 Star servants more often out of single pulls. It’s mostly a time thing. It was the same for me when I was trying to get Siegfried and Rama
