What kind of event is the Valentines re-run?

Will natural AP get you a lot, or will you have to burn apples just to get out of the starting gate? Last time, I understood the mechanics well enough to simulate it, but this time I don't fully understand it, and even what I understand seems to have a lot more RNG dependence. A lot of that depends on whether buying molds and CEs are a net positive or not.
