He's the best RIDER available for a while, imo not so much better than NP5 Kintoki that you should dedicate quartz for him unless you really like him.
As for Camelot Banner pt 2 vs. Summer, what do you need, and who do you want more? You don't really need to optimise teams with the best possible servants in order to keep beating the game, if you try to do that without wanting to spend a lot of money you will have a bad time lol.
Just get the servants you want. Gameplay wise, the summer servants are in general better than those in the second Camelot banner, and offers more variety in terms of classes, so if you want to factor gameplay into your decision, I would personally wait for summer.
Lastly, if you really want to save quartz for a really good servant, just save it all for Merlin.
