Honestly they do different things. Kuro is a very very good ST SR Archer who at NP 5 does comparable damage to an NP 1 Squirtle. But if you factor in Squirtle's talents which are more suited to buffing herself and keeping arts teams alive vs Kuro's which are more geared toward her own survival and damage buffing (although her third ability does help out Nero and Hans).

Really, anyone in that tier 1 list for 5 stars on this site is very useful at multiple things. For the 4 stars anyone in the tier 1 is mostly useful as self sufficient dps units. So don't feel buyer's remorse about rolling for her. She is quite a good servant if you had gotten her. Also if it helps think of it this way: at least you got some of the bad rolls out of the way before you get a good roll next time

Here's a list of differences between Kuro and Artoria:

- Kuro's buffs last 1 turn, but buffs all command cards
- Artoria buffs last 3 turns and only buffs arts, but also provides a party def buff
- Kuro has a 1 turn evade with a 6 turn CD at level 10
- Artoria has a 5000 HP heal and has a 4 turn CD at level 10
- Kuro has an NP charge
- Artoria has a party wide atk buff

TL;DR: Artoria can provide more for a team while Kuro is more selfish with her skills. Kuro is good for short bursts of damage while Artoria has better sustain with her arts cards. Both have similar NP gain and can spam NP easily. Kuro gets the advantage of being welfare and this can NP 5 very easily.

the tl;dr of this is
-they both fit a similar role as an ST arts archer
-archuria can be more of a team player coz she can buff the whole team
-archuria can spam her NP more with her kit

and pulling an Archuria is never "kind of a waste" she's a good 5*
now it all depends on you on how you weigh a free loli Kuro and a swimsuit Artoria.
