Since I suspect this is for the event and you are giving us a choice between the two, I'd say Jack. Firstly, Jack should already be established and people will have her ready to destroy for the event. Shuten, some people may have her ready to level, but her skills will most likely be lack luster or even if they aren't, Jack is still better for the current team as you are going to want stars, plus Jack is no slouch with her NP damage. If you are asking just in general, I'd still lean towards Jack, but shuten still brings a lot to the table, at the end of the day though, the team is kind of skewed. Bryn can support Jalter well, but you're going to have to be really on top of your card predictions.
