I Just began this game and i wasnt able to get gilgamesh or waver from previous drop event right now there is only iskandar that have High chance of drop should i wait for drop event or should i spend my quartz? I dont have many since i am newbie
Also somehow from gacha i got angra mainyu but should i level him should i make team for him or just leave it for collection?

No, don't level Angra Mainyu. He is very good to have for his event bonus during the current event, but he is nearly useless otherwise.
